Talks on the Future of the European Union

“Future of the Information Environment and Democracy”

2–3 June 2025 | London, United Kingdom

The 2024 elections in Europe and the United States—and most recently the Polish presidential election decided on June 1st—highlight the evolving challenges facing modern democracies. LCH participated in the expert conference co-organized by Hanns Seidel Stiftung and King’s College London. The event brought together leading experts in international law and emerging technologies to discuss how democratic states can effectively counter digital threats while safeguarding their core democratic values.

The debate began with a panel on content moderation and freedom of speech, featuring Prof. William H. Dutton (Oxford Martin School, University of Oxford), Dr. Monica Horten (London School of Economics), Daniela Munteanu (Euro-Atlantic Resilience Centre, Romania), and Louis Babington-Reynolds (Meta, United Kingdom). The discussion focused on the challenges of balancing security and freedom of expression in today’s information environment. Following this, Dr. Joanna Kulesza presented her intervention during the panel “Strategies to Counter Disinformation and Foreign Interference”, alongside Dr. Jurgita Paužaitė-Kulvinskienė (Faculty of Law, Vilnius University), Dr. Yevhen Popov (Osavul, Ukraine), and Prof. Andrew Liaropoulos (University of Piraeus, Greece). The session emphasized the crucial role of international law in combating disinformation while respecting democratic values and fundamental individual freedoms.

We encourage you to read the paper on „Countering Disinformation on Social Media Platforms: Developments in the EU and Poland” by Dr. Joanna Kulesza and Pavlo Burdiak, published in Mediaforum, which thoroughly examines regional challenges and solutions related to combating disinformation on social media.

The conference took place at King’s College London as part of the “Talks on the Future of the European Union” series organized by the Hanns Seidel Stiftung. We thank them for the invitation.
